Cheapest Master's Programs in Europe in 2027
Europe is home to some of the most affordable graduate education in the world. While tuition in the US and UK can exceed $40,000 per year, many European countries offer Master's programs for a fraction of that — or even free.
We analysed 76,000+ Master's programmes across 40 European countries in the Masterix database to find where you can study for the lowest cost.
Tuition-Free Countries
Several European countries charge no tuition at all — even for international students:
- Germany — Public universities charge only a semester contribution (typically €150–350). Most Master's programs are tuition-free, including many taught in English.
- Norway — Public universities charge no tuition for any student, regardless of nationality. You only pay a small semester fee (~€60).
- Finland — EU/EEA students pay no tuition. Non-EU students pay fees, but generous scholarship schemes cover many of them.
- Czech Republic — Programs taught in Czech are tuition-free for everyone. English-taught programs typically cost €2,000–5,000/year.

How to Compare Costs
Tuition is only part of the picture. Living costs vary dramatically: a student in Munich needs ~€11,000/year for living expenses, while Krakow costs under €6,000.
On every programme page on Masterix, you'll find a cost calculator that combines tuition with the country's official living-cost requirement — the amount you need to prove for a student visa.
