Foreign diplomas must be recognised/equivalated (UPSC for Lisbon Convention states; MEC recognition certificate otherwise). Foreign citizens are enrolled only at accredited programmes and only on fee-paying places unless covered by bilateral agreements.
Competition dossier (Regulament pct. 74 + Acte înscriere page): application form via national eAdmitere system; (1) higher-education diploma (licență and/or master) or equivalent, original + 2 copies; (2) diploma supplement, original + 2 copies; (3) identity card/bulletin, original + 2 copies; (4) 4 colour photos 3x4 cm. Foreign citizens submit the physical dossier directly at UPSC (Regulament art. 32) with recognition/equivalence certificate for foreign study documents; Ukrainian refugee candidates exempt from notarised legalisation (art. 34).
